Integration reduces fragmentation, helps improve hiring, workforce development, new research says

Enterprises are embracing comprehensive platforms for recruiting and employee performance management as they establish AI-enabled talent management operations with strong governance and transparency, according to new research from global AI-centered technology research and advisory firm Information Services Group (ISG) (Nasdaq: III).

The 2026 ISG Buyers Guides™ for Talent provide the rankings and ratings of 31 software providers and their products for recruiting and employee performance management. The research finds that enterprises increasingly expect talent management software to deliver better business outcomes and improved candidate and employee experiences while reducing operational friction.

“The focus of talent management has shifted from processes to results,” said Stacey Cadigan, partner, ISG. “Maximizing workforce potential is more essential to competitiveness than ever before. Companies are exploring how AI can make these platforms more effective, but with a close eye on governance, given the sensitivity of data and decisions in this area.”

Applications for applicant tracking, candidate engagement, talent discovery and other recruiting functions are converging as organizations look to avoid the cost of operating fragmented systems and increasingly expect one platform to support the entire recruiting process. When recruiters need to navigate multiple systems and hiring managers lack a consistent context, data is often duplicated or lost and candidate experiences often feel disconnected.

Candidates have rising expectations, and the quality of the recruiting process increasingly influences whether they remain engaged and ultimately accept offers. As enterprises introduce automation, they are carefully evaluating the impact on candidates, recruiters and hiring managers to ensure it improves outcomes and transparency rather than just efficiency and speed. Likewise, AI is helping to drive the evolution of recruiting platforms, becoming embedded in workflows to improve screening, orchestration and decision support, but enterprise adoption has been uneven. Organizations continue to examine trust, governance, validation and other issues around AI.

Performance management software also is consolidating into unified suites, which enterprises are adopting to turn performance reviews into a practical management discipline used daily within work teams, with programs that deliver continuous feedback and goal alignment throughout the year. These platforms combine structures for formal reviews and record-keeping with day-to-day activities such as goal setting, coaching and decision support.

While AI has helped reduce the administrative effort of drafting review summaries, feedback and goal statements, companies remain concerned about issues such as quality, fairness and trust when they consider deploying AI in performance management. The most effective providers will be those that treat AI as a well-governed tool that assists managers rather than replacing their accountability.

“Enterprises are looking for more than incremental enhancement from these platforms,” said Matthew Brown, ISG director of research, Human Capital Management, and author of the reports. “They want unified systems that will finally deliver on the promise of performance management for day-to-day work and workforce outcomes.”

For the 2026 ISG Buyers Guides for Talent, ISG produced two Buyers Guides: Recruiting Suites and Performance Management Suites. Each covers the essential platform categories and products in the given technology segment. A total of 31 providers were assessed: 15Five, ADP, Avature, BambooHR, Betterworks, Cegid, ClearCo, Cornerstone, Culture Amp, Darwinbox, Dayforce, Engagedly, Gem, Greenhouse, HiBob, hireEZ, ICIMS, isolved, Lattice, Leapsome, Lever, Oracle, PageUp, Paycom, Paycor, Paylocity, Phenom, SAP, SmartRecruiters, UKG, Workday.

ISG rates software providers in five evaluation categories: Overall, Product Experience, Capability, Platform and Customer Experience. Providers ranked in the top three for each evaluation category are named as Leaders. Within each platform category, those that meet the greatest proportion of our evaluation criteria are named as Overall Leaders.

Oracle was the top Overall Leader in both Buyers Guides, followed by SmartRecruiters and ADP in the guide for recruiting suites and by UKG and SAP in the guide for performance management suites.

In addition, the following providers were rated as Exemplary or Innovative in each of the Buyers Guides:

Recruiting Suites: ADP, Dayforce, ICIMS, Oracle, Phenom, SAP, SmartRecruiters and Workday were rated Exemplary. Avature, ClearCo, Darwinbox, hireEZ and Lever were rated Innovative.

Performance Management Suites: Darwinbox, HiBob, Lattice, Leapsome, Oracle, SAP, UKG and Workday were rated Exemplary. Avature, ClearCo and Cornerstone were rated Innovative.
