How the Workforce Solutions Ecosystem is Building the Future

When it comes to workforce planning, many traditional HR practices have focused mainly on company employees. However, today’s organizations increasingly rely on a broad array of contingent staff, consultants, vendors, and other partners — all of which are crucial for getting work done.

Staffing Industry Analysts (SIA) estimates the global workforce solutions ecosystem had a total market size of $8.7 trillion in 2024, the result of massive growth over the past two decades. This article provides a quick introduction to the scale and key features of this ecosystem, aiming to equip HR professionals to help their organizations strategize on the best ways to get work done now and into the future.

Ranking them in order of market size, the ecosystem is organized into six sectors:

  • Direct Work Engagement
  • Process Outsourcing
  • HR Services and Other Workforce Solutions
  • Staffing
  • Payrolling/Compliance
  • Talent Acquisition Technology

As the global economy continues to grow, all six sectors appear poised to expand as the global workforce continues to transform into a more sophisticated network of employees, contractors, and business service providers. In addition to examining the state of the ecosystem as well as its future possibilities, we also review the ecosystem’s composition within each of these sectors.

Direct Work Engagement
At $7.8 trillion Direct Work Engagement accounts for the lion’s share 90% of the workforce solutions ecosystem. This sector includes directly engaged contingent workers, statement-of-work (SOW) consulting services, as well as robots and robotic process automation.

SIA’s Lexicon of Global Workforce-Related Terms highlights a common theme within this sector. None of the Direct Work Engagement subsegments are sourced via third-party intermediaries operating in other parts of the workforce solutions ecosystem.

Within this category, total spend is broken down within each Direct Work Engagement subsegment. SOW projects and consultants made up $6.8 trillion. This includes a wide variety of IT, financial, legal, and other professional services that are delivered via a defined project or contract basis.

Directly sourced temporary workers and freelancers — which encompasses a wide range of seasonal, summer intern, and other contract workers that are hired directly by employers — accounted for $969 billion. The remaining spend includes robots, robotic process automation (RPA), and the emerging category of digital workforce providers (including AI Agents).

This sector has grown massively and still has room to expand further in coming years. Growth in demand stems from the popularity of the SOW project model, evolving technology for tracking such projects, and growth in the supply of vendors willing to deliver such projects at a profit.

Process Outsourcing
With a total spend of $292 billion, Process Outsourcing is the ecosystem’s next largest sector. This category describes a customer’s onsite or offsite use of an outside business services vendor as well as its supervised personnel in order to perform an individual function or run an entire department previously staffed or managed by the customer directly.

Process Outsourcing encompasses several subsegments defined in SIA’s Lexicon. Recruitment process outsourcing (RPO) is a part of this sector where a vendor takes on responsibility for an organization’s hiring requirements to some degree. Managed service provision (MSP) is where a vendor manages an organization’s staffing suppliers and contingent workforce program.

The Process Outsourcing category also includes outsourcing certain aspects of human resources (HRO) or outsourcing a whole work function or department such as telesales, catering or security (also known as business process outsourcing, or BPO). SIA estimates that BPO for large enterprise clients accounted for $265 billion within this sector. Global spend on RPO was estimated at $6.9 billion and spend on MSP was estimated at $6.8 billion.

Process Outsourcing has achieved much success and in some cases maturity among large enterprise organizations. As such, growth opportunities appear to be more concentrated among small- and medium-sized clients in recent years.

HR Services and Other Workforce Solutions
The workforce solutions ecosystem category of HR Services and Other Workforce Solutions had a $201 billion spend in 2024. This sector is a broad grouping of workforce-related third-party services not captured elsewhere in the ecosystem with focuses on other facets of workforce management and development.

Subsegments in this category include employee benefits services, employee development and training, outplacement, HR consulting, HR software and technology, and any other ancillary HR services.

Key aspects of this category’s $201 billion spend in 2024 included the large markets of employee training services, HR consulting services, and HR software and technology services.

We anticipate that many more routine HR processes will benefit in the near future from the current wave of AI technology and innovation.

Staffing
Data from SIA’s Workforce Solutions Ecosystem: 2025 Update shows the staffing sector represented $200 billion globally in 2024 on a net revenue basis.

Primary subsegments within this sector of the workforce solutions ecosystem include Temporary Staffing as well as Place & Search. Direct hire (permanent placement), retained search, and temp-to-perm conversions are all part of the Place & Search subsegment. The staffing sector’s total spend comprises $104 billion on temporary staffing (net revenue) and $96 billion on direct hire services.

In many of the most developed economies — such as the United States, Europe, and Japan — the staffing industry has achieved a high degree of maturity, and as such growth rates have moderated. The current wave of AI technology has the potential to make the staffing industry both more efficient and more sophisticated, as everyday operations at staffing firms become more and more tech enabled.

Payrolling/Compliance
The fifth largest of the six workforce solutions ecosystem sectors is Payrolling/Compliance with a total spend of $104 billion in 2024.

This subsegment encompasses a range of payrolling services and independent contractor evaluation in addition to other compliance services. These services may be offered by one company or by multiple separate companies.

Payrolling/Compliance $104 billion spend included professional employer organization (PEO) services, contractor payrolling (employer-of-record (EOR) and agent-of-record (AOR) services), payrolling software, as well as recent entrants in the global employer organization space.

This sector has benefited from an exciting crop of new businesses, fuelled by both technology innovations and venture capital investments, which have contributed greatly to growth in the size of this market.

Talent Acquisition Technology
Although Talent Acquisition Technology is the smallest of the six sectors with a total $82 billion spend, this sector is experiencing great dynamism and growth.

The Talent Acquisition Technology sector of the workforce solutions ecosystem is defined as technology-based businesses related to attracting, sourcing, recruiting, as well as hiring or placing employees and non-employed workers within an organization.

This broad category includes job boards, candidate engagement chatbots and platforms, applicant tracking systems (ATS), vendor management systems (VMS) for managing staffing suppliers, background check solutions, and direct sourcing services.

Within this sector, AI and other innovations are bringing powerful new automation and capabilities — such as voice AI interviewing — which are transforming the way business gets done as well as powering growth for the most successful providers in this sector.

The Growing and More Tech-Enabled Ecosystem of the Future
The workforce solutions ecosystem’s impressive $8.7 trillion total market size underscores the magnitude and importance such products and services have in powering businesses worldwide.
